Kevin Jennings
Kevin Jennings is the President of Noon Real Estate and brings over 15 years of experience in the commercial real estate industry as well as a well-rounded, commonsense approach to the development business.
In his role at Noon Real Estate, Kevin is focused on retail and mixed-use redevelopment opportunities, ground-up development opportunities and public-private partnerships. Kevin brings tenacity and vision to every project, from concept to completion.
Prior to forming Noon Real Estate, Kevin spent five years at The Hutton Company as a Development Partner, where he and Jamey’s team developed nearly 1.4MM square feet of ground-up retail, representing over $243MM in capital investments and over $64MM in public-private partnerships. Prior to The Hutton Company, Kevin spent four years with Tanger Outlets in Greensboro, NC, concluding in the role of Sr. Director of Development, and four years with Taylor Long Properties in Richmond, VA, last serving as their Vice President.
Kevin earned his B.A. in Economics from the University of Virginia and a M.B.A, with a dual concentration in Real Estate Finance and Real Estate Development, from the University of North Carolina’s Kenan-Flagler Business School.

Jamey Flegal
Jamey Flegal is a 24-year shopping center and single tenant leasing and development veteran experienced in overseeing projects across the US.
In his role at Noon Real Estate, Jamey is responsible for sourcing and overseeing new development and redevelopment opportunities for the company. Jamey brings with him a passion for development and a dedication to meeting and exceeding client expectations.
Prior to forming Noon Real Estate, Jamey spent six years at The Hutton Company as a Development Partner, where he and Kevin’s team developed thirteen projects representing nearly 1.4MM square feet of ground-up development. Jamey began his career with CBL & Associates, where he spent 14 years leasing and developing open-air shopping centers.
Jamey is a graduate of the University of Georgia where he earned a B.B.A. majoring in Economics.

Todd Phillips
Todd Phillips is a financial professional with over 16 years of investment experience. He founded Wealth Preservation Advisors, and he is President of Noon Management, a private equity investment firm. The companies specialize in various industries including business strategy and consulting, wealth management, capital investing, real estate development and health care.
Prior to the formation of Noon Management and Wealth Preservation Advisors, Todd spent 13 years at Morgan Stanley. He joined the Memphis firm as a financial advisor and spent three years in that role and two years as Memphis sales manager. He then moved to Chattanooga to become Southeast area sales manager and was quickly promoted to branch manager and vice president.
Todd earned his Bachelor of Science degree in managerial finance from the University of Mississippi. He also holds numerous licenses and designations within the financial services industry.
John N. Foy
John Foy is Chairman, CEO and owner of Noon LLC, and Chairman of Noon Management, LLC, an investment company headquartered in Chattanooga, Tennessee.
From 1999 to 2012, John served as Vice Chairman of the Board of Directors and Treasurer of CBL & Associates Properties. He served as Director and Chief Financial Officer of CBL from the completion of its initial public offering in November 1993. From 1993 until 1999, he served as Executive Vice President–Finance, Chief Financial Officer, and Secretary. He resumed the role of Secretary from 2010 to 2012. John was a member of the executive committee of the Board of Directors.
Upon his retirement from CBL in 2012, John formed a group of companies specializing in various industries including business strategy and consulting, wealth management, capital investing, real estate development, restaurants, beverage businesses, and health care.
John received his Bachelor of Science degree in history from Austin Peay State University and a Doctor of Jurisprudence degree from the University of Tennessee.
